Hamdallah was suspended for 4 months… and the Jeddah Federation was denied registration

On Tuesday, the Committee for Professionalism and Players’ Conditions of the Saudi Football Association announced that Al-Ittihad club was deprived of registering players for one period, in addition to banning Moroccan Abdel Razzaq Hamdallah, the first team striker, for 4 months and fined him 300,000 riyals.

And the committee’s statement on the official Saudi Federation website stated: Suspension of the player Abdul Razzaq Hamdallah for a period of 4 months, starting from the date of issuance of the decision and imposing a fine of 300,000 riyals, and suspending Hamed Al-Balawi, Executive Director of Football at Al-Ittihad Club for a period of 6 months, starting from the date of issuance of the decision, and imposing a fine of $ 300,000 riyals, and the suspension of Mishaal Al-Saeed, director of the first football team, for a period of 3 months, starting from the date of the decision.

According to the committee’s statement, the facts, rationales and reasons are as follows: The Professionalism and Players Conditions Committee has started its work by examining the complaint and ensuring its competence and that the complaint does not conflict with the contractual dispute before the International Football Association “FIFA”. Whereas, the complaint submitted to the committee relates to a negotiation process with a local dimension and falls within the scope of disciplinary violations stipulated in the Professional Regulations and Conditions of Players in the Saudi Football Association.

According to the committee, it was based on the following: 1- Paragraph (1) of Article (6): The committee is responsible for following up on the implementation of the provisions of this regulation, looking into all disciplinary matters related to those addressed by this regulation, and taking decisions in their regard. 2- Paragraph (2) of Article (6): The Committee’s competence to decide on complaints contained in Article (Eighth) of the Regulations, which arise between the persons concerned with this Regulation in relation to the application of its provisions. 3- Paragraph (7) of Article (6) of the Committee’s competence to impose the penalties mentioned in Chapter (Twenty-Two) of the Regulations on those who are addressed by this Regulation in cases where it is proven that they have violated this Regulation. 4- Defining the list of addressees according to the definitions: (clubs, players, mediators, professional managers and the conditions of players and administrators in the club). 5- Paragraph (2) of Article 55: Non-Saudi players are subject to the provisions contained in these regulations. Therefore, it was proven to the committee its original competence in considering the complaint.

The committee confirmed its hearing for all parties: As a preliminary measure, the committee allowed Al-Ittihad Club, Hamed Al-Balawi, Executive Director of Football, Mishaal Al-Saeed, Director of the Football First Team, and Abdul-Razzaq Hamdallah, the right to defend, and asked the competent official authorities to ensure the integrity of the evidence submitted by Al-Nasr Club, which prolonged the term of the decision. The complaint was for a period that exceeded the estimated period for issuing the decision, which the committee has the right to extend for a similar period or periods according to the case, subject matter and circumstances of the complaint.
